If I run this: ledger -f budget.ledger budget '^EMEA:Q1' --flat

There is some expense which was just allocated to EMEA:Q1 without a
subcategory (A-F in this case).  Can I easily generate an extra line
which shows that?  Something like:

$-4347.39  0    $-4347.39  0  EMEA:Q1:Unallocated

Note in this case it is weird that money was spent against zero budget,
but let's ignore that technicality :)
