Sounds like a bug.  I haven't followed changes to balance assertions
in a while, but I found them flaky, so I largely stopped using them,
and instead reconcile payments and check account balances another way
(https://mumble.net/~campbell/2017/02/26/ledger/HOWTO-reconcile-payments).

As a workaround, you might be able to pull the balance assertions out
to separate transactions:

2013/12/23 * Bill Viseca
    Crédit:Viseca:MasterCard P2                         = 0.00 CHF
2013/12/23 * Bill Viseca
    Crédit:Viseca:MasterCard P1                         = 0.00 CHF

It may also make a difference to write out `0.00 CHF' instead of `0'.
