Sounds like a bug. I haven't followed changes to balance assertions in a while, but I found them flaky, so I largely stopped using them, and instead reconcile payments and check account balances another way (https://mumble.net/~campbell/2017/02/26/ledger/HOWTO-reconcile-payments).
