In a scratch buffer:

(let ((ledger-accounts-file "/home/user/accounts.ledger"))
  (ledger-accounts-list))

Works for me for both "/home/user/accounts.ledger" and
"~/accounts.ledger". When nil, it would use current buffer as a source.
