Two things

First, your budget needs an account to balance against. I've used *Income* 
here.

Next, "What are you really trying to do / see?"

If you're trying to see a list of your transactions, use *ledger reg*. If 
you're trying to see how much of your budget has been spent, use *ledger 
budget*.
