Thinking about the structure of our menu (from login.pl), I've found that
all the menu settings other than the template editing are database /
company local.
However, template editing is an action with global impact. In the current
structure this is not apparent. Since 'setup.pl' is typically growing to be
for more advanced users who should understand the difference between
database specific and global changes, I'd like to move template editing to
setup.pl.
An argument that could be used against my proposal is that setup.pl is
growing to be a database management tool. In that case one might say that
this functionality does not belong in either tool. Maybe that's the best
reasoning of all: it's just too high impact and specialized to allow any
user other than a knowing admin or consultant to execute changes to
templates. These users should know how to get to these files without the
help of these webtools.
