The issue is scoping.  It uses strict mode and variables in
LaTeX::Encode::EncodingTable without declaring them first.  I sent the
author a patch which effectively copied three variables from  the latter
namespace since these seem pretty static.

You can test easily.

perl -MLaTeX::Encode -e print

if it fails to load the library, it needs to be patched.
