I think this behaviour is only triggered when the form has an 'approved'
field which evaluates to 'true'.
Do you have any others you need/want/can do? If so, you could try adding
delete $form->{approved};
to the 3 'copy_to_new' functions (in bin/aa.pl, bin/is.pl and bin/ir.pl),
between the other delete $form->{...} statements and let me know the result?
I'm expecting it to be a solution. If so, I'm happy to include this in
1.4.30.
