Hi Charley, In a perfect world, you would never receive a different quantity than you ordered. However, this is not the case. When this happens, you probably don't want to handle it automatically.
My suggestion is to add an adjusting line to the order (separate line item) to indicate the overflow. Then when you re-save the order, it should be closed.
