I have a suspicion that this is in some way related to the Apache-Perl
extension you have installed. However, to be sure try cd'ing to the
LedgerSMB installation directory and run the following command:
perl -MLedgerSMB::Sysconfig -e 'print "success\n"'
Let me know what this outputs.
