Resolution: in ledgersmb\trunk\ledgerSMB\sysconfig.pm there is a comment # For win32: change $pathsep to ';'; $pathsep = ':';
I changed this to $pathsep = ';' and I am now on my way. I presume this is becuase there is parsing of the Path done in Dynaloader.pm for the loader to look for dll's (rather than depend on operating system specific search mechanisms). so, I think both problems existed. I havent removed those path statements for llibqa.dll yet to test, and of course I don't really care, except to delete the llibqa.dll from windows\system32 because it of course will never get updated if there is a change to that file. Thanks again for your assistance: I have a good bet that most people give up on the windows install long before this.
