Ok, yes, yum defaults to enforce gpg check. It can also be disabled temporarily when running it as
   yum install --nogpgcheck ledgersmb-1.2.13-1.noarch.rpm

Plain rpm (which your first post indicated you were using) warns but will install anyway.
