That didn't make any difference. 
Even a straightforward script (localhost/ledgersmb/latex.pl) 

#!c:\perl\bin\perl 
use CGI qw(:standard); 
$ef = 'C:\tmp\ap2.tex'; 
system("latex --interaction=nonstopmode $ef"); 

gives me:
Internal Server Error. In the error log I find:

latex: A required file system path could not be retrieved.\r
[Mon Nov 15 08:17:22 2010] [error] [client 127.0.0.1] latex: Data: 35\r

(Apache version 2.2.16 same problem) -> back to Apache 2.2.17
