Ok, so given that at the moment virtually all the pieces are in place except for the reports, let's postpone this discussion and track via the SF feature requests tracker.
What I would like to suggest is that if anyone does this for 1.3, that any database queries you use to create the reports are shared because they can become the basis for stored procedures in our tax form reporting system. Otherwise let's set this aside until after RC1.
