Yes, it is an issue with 1.2.x.  What happens is that the session
counter has an increment value to keep forms from getting
double-submitted by accident.  The bad news is there isn't an easy way
to fix this in 1.2.x.  The good news is we have a better, far more
robust solution in 1.3 which avoids this problem.
