Just in case you ever need this, there is a 1.3-1.2.sql file in the sql/upgrade directory. The upgrade is actually a move-and-import operation so this will restore you to 1.2. Note that this does *not* remove the old 1.3 schema. Since we know what the problem was and no further troubleshooting is required, you probably want to drop schema lsmb13_fail cascade; After you run the downgrade script.
