In pg_hba.conf you should see some config like this.

temporarily change all values of peer to md5

my guess is the reason you cannot log in is that pg is trying peer
authentication. this will not work as the user is the web server user
(something like www-data or nobody)

changing the type to md5 will change the auth method to username/password

# Database administrative login by Unix domain socket
local   all             postgres                                peer

# TYPE  DATABASE        USER            ADDRESS                 METHOD

# "local" is for Unix domain socket connections only
local   all             all                                     md5
# IPv4 local connections:
host    all             all             127.0.0.1/32            md5
# IPv6 local connections:
host    all             all             ::1/128                 md5
# Allow replication connections from localhost, by a user with the
# replication privilege.
#local   replication     postgres                                peer
