Though we are still in the process of implementing LedgerSMB, I can offer a
comment on this: we would use Ship To on vendor orders for items that are
drop-shipped directly from the vendor to the customer, so we'd want the
customer's address there. (Our aging homebrew system has this capability, and
it's useful.)
