Overpayments may be a little tricky here but check out the report_framework
add on for 1.3. It is a backport of the 1.4 reporting framework. I think
it will still count overpayments improperly because in 1.3 there is no
income account attached to them (nor is there one in 1.4 either but we can
figure out something easier there). However, I think we can come up with a
way to address that with an SQL query.
