This error occurs when the ledgersmb.conf is not found and it affects 1.3
as well.
As a workaround, copy the ledgersmb.conf.default to ledgersmb.conf and
retry.
I have filed a bug report, and expect this to be fixed for both 1.3 and 1.4
branches in the next week or two.
