   Depends on what you mean.  That security fix was included with the
v1.3.21-1 package that was uploaded back in August but since there
were too many changes between the 1-3-18-2 and 1.3.21-1 packages and
those changes were mostly not of the type that the release team (for
Debian v7) would accept, that new package wasn't accepted for
migration to Debian Testing.  (Same for the package uploads since
then, where the current version in Debian unstable is now at
v1.3.25-1.)

   I've not had a chance to work on backports for either Debian Wheezy
(or, for instance, Ubuntu v12.04 or 12.10), but do plan to do so.
Note that such packages are done separately from the normal packaging
and what changes are targeted for them depends on where and when
they're intended to go.
