I'm running psql (9.4beta2) 1.3.43 works fine. unpack the 1.3.44 tarball over 1.3.43.
Try login.pl and get: Error! Database is not the expected version. Was 1.3.43, expected 1.3.44. Please re-run setup.pl against this database to correct.setup.pl as expected. click into setup.pl, log in as superuser and get in browser: Error! Cannot find Contrib script tablefunc.sql in /usr/share/postgresql/9.4/extension/.
