Yeah, this sounds like a permission problem.

I wonder what changed.  There are some settings that I could imagine might
cause this, such as role_prefix.  These are usually used when renaming
databases or forcing two databases to share the same permission set.

Do you know if this setting was changed prior to the upgrade?  If not can
you check what the current value is?
