  I suspect you're thinking of 'The Great Gatsby' by a certain F. Scott 
Fitzgerald, though,
  if memory serves me right, that is not the exact phrase  but it's more like 
"every allied
  country gave me a medal, even little Montengro down in the Adriatic"
