I do believe it had an influence, on many levels. It gave those delegates who felt obliged to vote (promises given, fan of Beckham/William/Cameron - whatever) an excuse to change their mind.
It gave those delegates who may be above board the impression the country as a whole obviously wasn't that bothered about having it. It scared delegates who get their 4-yearly kick back but not accused in the panorama episode, that their gravy train may be derailed if the world cup came to England and therefore gave more weight to the campaign. It obviously pissed off the accused delegates and blatter, and they would have exerted their influence over fellow delegates to not vote for us. Ultimately, because they are bent, Russia would have probably won anyway, as that's what Blatter wanted all along.
