I seemed to have missed this one by myself, till I saw this on the offical site 
a bit ago...

A pretty sound idea really, using the existing space that was doing nothing in 
the East Stand, more bars, space for fans, corperate boxes. At the end of the 
day, more money on match days, and better facilities. Say what you will about 
the hotels, but the improved pavillion and bars around the ground are anything 
but a waste of money.
