Any suggestions on how this might be achieved - perhaps "genuine" fans could be 
issued with an ID card ...
 
Anyone has a right to attempt to purchase a ticket to see any event they 
choose, whether partisan or neutral - already there are systems in place at 
every club prioritising tickets for those who demonstrate the financial 
commitment required.
 
Tickets will always fall into the hands of those some would deem less committed 
than others, but those are the laws of supply & demand and it ain't gonna 
change any time soon.
 
Rich, the world is fucked in many ways, but the demographic of those attending 
a football match is not one of them.

getting a ticket and attending a Leeds v Scum game.

(a) why are they taking a ticket from genuine fans of both teams ?

Doesn't make sense. I think this is a symptom of modern day football fans who 
probably support a few different teams. World is fucked !
