No. 60% is the maximum permissible, and is far from the "ideal" level. In fact from next season League 2 clubs will only be allowed to spend 55%. League 1 is being reduced gradually to 60% while Championship clubs are still discussing the level, as it's made complicated by the parachute payments. For those with short memories, Ridsdale got it up to 95%. Our current 38% (approx) looks conservative but I'd rather be on that side of the line.
