Short answer is that they were built that way to allow them to reallocate depending on the event. For most (men's footy etc) events it's 70/30 to reflect the expected crowd but was reversed for the Women's FA Cup Final (recall seeing a story complaining about lack of sanitary bins after that...). For concerts etc (Taylor Swift coming up) expect to see 50/50 or similar depending on what they expect.
