Dear Sir;

We the undersigned Chilean residents in Australia, wish to express our
views in regards to the current situation facing the retired general and

ex-dictator of Chile Mr. Augusto Pinochet Ugarte.

We strongly believe that the Honorable Spanish Judge Baltazar Garzon's
decision and subsequent request for the extradition of the ex-dictator,
reflects the sentiments of injustice and impunity that have aggrieved
our lives for so many years.

The reality of the Chilean Constitution and the chilean Judiciary is one

that has been inherited from the Seventeen year dictatorship and remains

under the guardianship and vigil of the Armed Forces.

We believe that the charges of Torture, Murder and Genocide upon
Pinochet, within and outside of Chile, respond to International Human
Rights treaties and convenants to which Chile is signatory. It is
therefore our opinion that in the case of Pinochet, diplomatic immunity
must not be granted.

In 1973, in accordance with constitutional law, as pinochet was named
Commander in Chief of the Armed Forces by the then democratically
elected Chilean President DR. Salvador Allende, he was sworn to uphold
the constitution and to obey its legislature. On the 11th of September
of the same year, Pinochet led the revolt against the same government.
He closed down the Parliament, dissolved and extinguished political
parties and launched an orgy of terror upon the people of Chile and in
particular sympathizers of the then overthrown government.

Pinochet established concentration camps in which thousands of chileans
were tortured, murdered, raped or executed. He is directly responsible
for the disappearance of over 3.000 people whose crimes were affiliation

with the left wing political parties, including Spanish nationals as
well as other foreigners.

There is testimony available through the USA tribunals in the cases of
Michael Townley and Manuel Contreras of the Chilean Secret Police
(D.I.N.A.), about Pinochet's direct responsibility in the murders of
Orlando letelier Foreign Affairs Minister during the Allende Government
killed in Washington, U.S.A.; Carlos Pratts Ex-Commander in Chief of the

Armed Forces during the Allende government, killed in a bomb attempt
with his wife in Buenos Aires, Argentina and Bernardo Leighton, injured
along with his wife also by a bomb, in Rome Italy.

It is for these and the many more yet unknown travesties committed
against our people, that we appeal to the Honorable House of Lords, that

Pinochet not be granted diplomatic immunity and that the process of
extradition commenced by the Honorable Home Secretary, Jack Straw on the

11th of December 1998, be allowed to continue unabated so that the
people of Chile and all others who suffered under his regime receive
justice.

We appeal for due process against Pinochet to go ahead.
