        J.P. AOKI Rubber Philippines is located at the People's Technology
Complex (PTC) in Carmona, Cavite, Southern Tagalog.   It has 147 workers,
20% are women.  It produces rubber parts for cars.  J.P. AOKI supplies
these rubber parts to Yasaki-Torres and EMI-Yasaki, both Japanese-owned
companies also located in Southern Tagalog.   It is owned by  Fischer and
Joseph Chua in joint venture with AOKI Japan.   Fischer Chua is a
son-in-law of taipan Lucio Tan, a close friend of President Joseph Estrada.

        The Union filed a notice of strike last November 19, 1998  when five
of its officers (President, Vice-President, Board Members)  and 2 members
were illegally dismissed.   On December 15, 1998  they held a strike vote
and the union decided to strike.    
        The Union struck last January 13, 1999.   On January 15, while the union
is negotiating with the management at the Department of Labor and
Employment the joint forces of the Philippine National Police (PNP) and 
Traffic Enforcers under the Carmona Chief of Police Nestor Mendoza and the
Regional Special Armed Forces Unit under Col. Francisco attacked their
picketline.   They hit the strikers with hammer and other tools they used
for demolishing the picketline.   They also scorched the strikers with a
welding rod.  Eighteen were injured:  Ferdinand Mendoza, Rey Laynit (Board
Member), Johnny Masongsong (Board member), Aris Cortez, Sherwin Aniago
(Board member), Avelino Bocal, Virgilio Loyola, Nonato Santillan, Oscar
Dazo, Manuel San Mateo, Restie Desalit, Reynaldo Hernandez  and 2
supporters of the strikers.            
        This morning, January 25,  at around 7 a.m. the town mayor Roy Loyola
together with around  fifty (50) policemen and plainclothes policemen
visited J.P. Aoki and held a public hearing.  After the hearing a van
filled with finished products was allowed to pass.   The strikers were not
able to do anything because of the sheer number of  the policemen and the
presence of the Mayor.   Most of the strikers were not at the picketline at
that time as they were preparing for the indignation rally  at 3 p.m. in
front of the municipal hall.   Many workers from the other factories came
to the indignation rally.  
 It was clear for the strikers  that the local government is behind the
J.P. Aoki management.
