is directing the slaughter of innocents in East Timor Melbourne
(Sunday, 18/4/99) -- The former head of intelligence in East Timor,
General Zaki, is the force behind the militia slaughter of pro-
independence East Timorese, according to a high official in the
Indonesian government.
President Habibie's special advisor on East Timor, and former two
term Governor of East Timor under the Indonesian administration,
Mario Carrascal�o, said from Jakarta this afternoon.
He said General Zaki and some other senior officers were in Dili
yesterday for the militia ceremony to inaugurate the slaughter,
dubbed "Operation Clean-up" in a militia memo leaked to UDT last
month.
Mr Carrascal�o said General Zaki and others would use the visit of
the Irish Foreign Minister, Mr David Andrews, to East Timor yesterday
morning as cover for their presence in Dili. But the facts were that
"these people were not just on a tourist trip". General Zaki is one
of those vying for power with President Habibie, and clearly was
trying to use the East Timor issue to help him and his cronies to

Bishop Belo has failed in negotiations to stop further attacks. The militia
is now preparing to attack the Bishop's own house to get at Manuel
Carrascal�o, his daughter, Chris, 19, and scores of others, both high
profile people and ordinary families, who have sought refuge there.
It is not know whether the police headquarters, where some other peace and
independence leaders have taken refuge, is still safe.
None of those in either refuge has arms.

Melbourne (Sunday, 18/4/99) -- We just rang the officer in charge of police
in East Timor, Colonel Paulo,
He told us Manelito Carrascal�o's body might still be in the house where he
was murdered yesterday.
He told us that Manuel Carrascal�o was in Bishop Belo's house -- "but if he
shows himself outside, he is condemned to death".
We said to him: "In any case, they are about to go and get him out". He
said nothing.
We asked him: "What are you doing to protect the citizens and ordinary
people being slaughtered?"
He said nothing.

The dreaded Kopassus is showing its hand in East Timor
Melbourne (Sunday, 18/4/99) -- We have just received a call from East Timor
telling us that Kopassus is openly involved in the militia purge of
pro-independence people in Dili.
Kopassus raided the home of Antonio Oliveira yesterday, arrested Mr
Oliviera, and threatened his family.
Mr Oliveira has not been seen since. On Kopassus' record, Mr Oliveira will
be tortured and killed for supporting independence for East Timor.
It is important that this is overt action by the Indonesian military
establishment -- not militia acting as a front for the military.
Indonesian government official and former East Timor Governor, Mario
Carrascal�o, this afternoon accused the former head of intelligence in East
Timor, General Zaki, of being the directing power behind the militia.
General Zaki is trying to unseat President Habibie and grab the presidency
for himself.
Houses are burning and people are being beaten and killed in the suburb of
Becora. ABRI instructions are also reported to have gone out to back-up the
militia in sweeping through the Audia area.
Both the chief of police and the military head in East Timor have openly
refused to step in and end the militia violence -- presumably on orders
from higher up.
