BACKGROUND:

During the illegal and brutal occupation of East Timor by the Indonesian
military, the East Timorese were kept informed and motivated by Radio
Falintil, the clandestine resistance (CNRT/CNRM) mobile radio.

In mid December 1999, Radio Falintil became independent East Timor's first
community radio station. APHEDA, the ACTU's aid organisation, helped to
establish Radio Voz de Esperanza (the Voice of Hope) in Dili about the same
time.

In January 2000, APHEDA helped Voz de Esperanza to establish a mobile station
in Bacau, East Timor's second largest city. Later, a permanent station will be
established there and the mobile station will move to another location.

A third community station is being administered by the UN Administration
Authority in East Timor (UNTAET).

Eventually, it is hoped to develop a network of 8 radio stations across the
length and breadth of the world's latest independent nation. These stations 
are urgently needed to present up-to-date news and information to the valiant
people of East Timor to provide the communications necessary to assist them to
rebuild their shattered country.

Radio Esperanza is presently broadcasting 16 hours daily. Programs include:

* news
* feature stories
* music and culture
* community services announcements by CNRT & East Timorese organisations
* information about:
   - public health
   - improved agricultural techniques
   - literacy and language programmes
   etc

More funding is needed to increase the network, provide technical equipment,
pay staff, etc
