Cool - Thanks.  I "shuda known" that Veritas/Lee Valley would have that tool.  Nice - but more than I'd ever spend to make a handful of candle holes. 
If I were in to furniture making, I might have the tool for making holes for wedged tenons - IF I used them in the furniture.   Otherwise, my money will get spent on other tools.

Regarding the "adapters" - if you can't find them - make some: 
Bore your hole in a scrap board.  Squirt a bit of silicon or acrylic/silicon caulk into the hole. (Experiment to determine which works better.) 
Insert candle.  Let caulk cure/dry (a day?).  Remove candle & trim off any overflow at top of hole with a new razor blade.
Pop silicon "adapter" out of hole(s).  DONE!   You may want to try using an "adhesive caulk" - but if you do - use the below suggestion; don't use wood!

Better, regarding the "hole":  Drill the size hole you plan to drill in the candelabra into a piece of HDPE or similar plasticy material instead of wood.  That will make popping the silicon adapter out of the "mold" easier.

Of course if your wife doesn't object, just squirt the caulk/sealant into the candle holder you made (where you straight bored the hole) - insert cnadle she plans to use.  Let caulk/sealant cure.  DONE.

Another possibility: Instead of going to the "Paint aisle" - find where they sell the tubes of silicon-like gel gasket-making goop.  I think one is called RTV.  There are some that have heat/temperature ratings; and some come in colors.  I've seen a clay red, black, and blue.   These are also silicon-based - and may be a better thing to use if the candle burns down to the "nub".

If my memory serves me correctly, I have seen a rubber/plastic deep "ring" (about 3/4' tall) that was molded to have a taper on the inside and the outer "side" was vertical.  It was designed to put a tapered candle into it and then insert it into a bored hole that has straight sides. 
You can call it a tapered candle "adapter".
That would probably be your least cost solution and simplist - if you can source them.
