Jennifer, I'll chime in with a few thoughts.
While the two have similar objectives, they are quite different. Firstly, GenSmarts primarily only focuses on online sources. While this is a good first step, must research must still be done offline. Where GenSmarts provides a long list of items, the order in which they should be searched does not follow the research cycle. In other words, Legacy first suggests that you look at preliminary survey type sources - or, sources that are published online, in print, or elsewhere. These should be searched before original research is undertaken. Legacy's RG also is broken down by goal. So you pick your goal (to find the birth, death, marriage, parents, etc.), then the sources will appear, prioritized, to help you achieve that particular goal. All sources have tips, links, and/or repository information. Just a few thoughts....
