Not quite correct. The FHC Director has to request access for non-LDS
volunteers. Currently, those volunteers get full access. When the program is
opened to the general public it will be configured similarly to the existing
FamilySearch site, where LDS ordinance information is only displayed to
members, (and that will apply to volunteers who currently have access).

nFS is available to LDS Church members AND to non-LDS that are
volunteers in the local Family History Centers in those states where
nFS has been rolled out. That is generally all states - except parts
of Utah and Idaho. So, if you live in the other 48 & are a volunteer
at your local FHC you can request access.
