I suppose that strictly, this is not a Legacy question - however... There is
no connection between Legacy and whatever browser it is that you're using.
Consequently, there is no setting in Legacy that can affect where your browser
stores census images.

To get the effect that you want, use the browser to store the first image
where you want it. Then, DON'T USE THE BROWSER TO SAVE ANYTHING ELSE EXCEPT
CENSUS IMAGES. If you follow this, then when you come to save a second or
third image, the save dialog should open in the same place that the first one
was saved. If you save something else in some other place, then you will have
to re-navigate to where you saved the census images when you want to save 
another.
