The service "YouSendIt" has a Lite option which is free with limited usage
-- file size limit of 100MB, 100 downloads of the file, and it stays on the
server only 7 days. That's probably not a dealbreaker for most individuals
who want to share large files.

The program looks for the Legacy 'Census' event by it's internal event ID so
it won't find a user added event.  It is possible that a change could be
made to the program to ask which event to look for.  Is it possible that I
could get a reading of the number of people who did not use the standard
Census event and would want one that allowed you to specify the event?  Note
that if this change was made, you could use this to find any missing event
for a specified year.  I am not sure what other events might need that
analysis but if you let me know there is enough of a desire, I might be able
to make the change.
