That sounds like a hotmail issue. What is happening is that you are sending an email to yourself, from yourself, and hotmail is seeing it as a potential spam. Quite often, spammers will steal your email and use it to send messages containing viruses, etc. There may be something in the settings that can be changed, but since I don't use hotmail I'm not sure.
There is a line that ends in "learn more." Is that a clickable link? It may explain why the message is blocked and perhaps give things you can do to unblock it.
