It depends. 

I often have to do in-depth research on people of the same surname living in 
the same county in order to sort out "who belongs to whom."  In those cases, 
they get entered into the database, unlinked (or linked together in their 
smaller family groups).

If someone says, without any source attribution, that so-and-so is the 
father/sibling, etc. of my person, it is, at best, a clue.  I might put that in 
as a Research Note, but I'm not about to enter them into my database until I 
have some solid evidence that person actually existed and is at least 
potentially connected to my people. 

In your other scenarios, I tend not to put them in, except as Notes, until I 
find at least some evidence of a link (e.g. the father of the wife of the 
brother of my ancestor).  But that might vary if I have reason to make them a 
target of in-depth research, in which case I'd put them in as an unlinked 
person.
