I'm running Legacy 7 in Windows 7 under the Program Files, no problem
as yet.

As an old, retired, computer engineer, we used to have a saying, "If
it ain't broke, don't fix it." That applies here. If it works, don't
mess with it.

There is almost no reason why Legacy 7 shouldn't run in the Program
Files directory under Windows 7. Vista was a different issue. However,
Legacy support says run it in the C:\Legacy directory, so if there is
a problem you have to do it their way.

Having said that, I would not recommend uninstalling and reinstalling
just to put it where they want you to put it. As I said, if it is
working, leave it where it is. I've been on Windows 7 since the beta
and my Legacy 7 has always been in the Program Files directory.
Haven't had a moment's problem. I'm now on the commercial version of
W7 and it's still working with no problems.
