Those files have various uses - you'll find a list of all the usr files in the 
Help file in Legacy, explaining what they're for.  Just look up     usr files

Delete any of the usr files and you lose your settings specific to that usr 
files.  So it's best to leave them along unless otherwise instructed.

Ditto here... I've been running Legacy under Windows7 64-bit for several
months using the following path, C:\Program Files (x86)\Legacy, without
any issues.  However, I just did a search for the Legacy.usr file and
found multiple copies up through Legacy8.usr.

But... there hasn't been a single issue so I'm leaving it alone.
