I've got some newspaper reports that I have scanned as pictures, and kept that way, as the way the text is presented is interesting. If you scan it as a normal page size, you can insert it as a page into a report later, since it wouldn't be legible as a picture in a standard Legacy report.
However, if they are old newspaper reports, or parts of old (pre 17thC) books, OCR does not work well in my experience, and I then use a voice recognition program (Dragon Dictate) to read the words into Legacy notes. That way I can puzzle out the words without taking my eyes off the page. I find that way quicker than OCR unless you have good linear typescript in a standard font.
