Just because you can't reach the web site doesn't automatically mean
that it's down. There are many reasons why a site may be reachable at
some times and unreachable at others.

Your ISP may have much reduced connectivity to the rest of the world -
here in SA, the international lines may go down. Or, the normal route to
the web site may be interrupted somewhere along the path.

I see one person complained of a DNS error, which generally means that
his ISP couldn't translate the name of the site into an IP address.
