You can move them all to a temp folder (with Legacy closed). Then start
Legacy and see if the problem goes away. If it does, then we know the
problem was a setting in one of the .usr files or a corrupt .usr file.

You can always copy them back.

I would just try moving the Desc*.usr files first.
