It was a permission problem.  If I set Legacy to always run as
administrator then it can write to that folder and missing.txt is
created.  However it is risky to run exe files as administrator, so for
W 7 compatibility I guess the programmers should make Legacy write
instead to the data folder (which I have on a separate partition) and
not to the Legacy program folder.  See
