I have never used FotoTagger but it sounded interesting so I just downloaded it a few minutes ago, was able to attach a tag to a picture straight away, saved the picture, attached it in Legacy ... and no tag. I went back to FotoTagger and had another look in the menus. Under Share I found "save image merged with tags" so I clicked on that, saved the file again, imported into Legacy and there was the tag.
