It sounds to me that you might want to look into the To Do Tasks instead of
just relying on tags.  In the To Do Tasks, you can list everything you want
to research for a person and include locality and the repository (i.e., LDS
Family History Centre) where you are to search.

You can then easily print reports which can be sorted in several ways. Check
out the Help section of Legacy, and also take a look at the video about
using To Do tasks. You can also ready the following article on Legacy's site
