Ron,

The Map of places for a person invoked by the mapping icon does depend
on events with locations as entered for that person.

You are also correct that you can add any location to the Master
Location List and it will be mapped when you open the Master Location
list but that will not be linked to anyone in the file if there is no
event entered for a person that uses that location.
