I've struggled with this in the last couple of weeks too. Like you, I was bitten by this failure of the software, and came to the archives when I discovered I could not get my data back out once entered in as I was prompted to by the program. I think "Why?" is the question of the day.
But, to answer you directly, adding a special event is the only way I've found to include a marriage photo (and other vital event photos) to my report(s) in a consistent manner. This is what I understand the arches to be saying as well. For me, I added a new event called "Include Photo", so I can use it everywhere. If you have one called "Marriage Photo", then you might need one called "Tombstone Photo", etc. It's a shame we each individually are bitten by the same failures. I'll add my vote to that bug blitz idea for the next release.
