If, after checking the report's Filter Options, you still don't see the General To-Do's, I would advise closing Legacy, deleting ToDoRpt.usr, and restarting Legacy. Then try the To-Do Report (after inspecting the Filter Options tab ON THE REPORT WINDOW).
